The bulk of your revenue is coming from the Asset Store, not editor licenses, and if someone makes a game with paid-for features without a license, you can detect that and haul them into court anyway. You're already giving away the editor for free to anyone who, honestly or otherwise, self-identifies as qualifying for the free version.
